As part of the DWP Commissioning approach, and in the interests of developing and supporting healthy, high performing supply chains, organisations directly contracted to DWP (ie. those who might be classed as Prime Contractors) are required to ensure that all of their sub-contractual relationships adhere to the DWP Code of Conduct.

Such prime contractors are expected to ensure adherence to the Code of Conduct through application of the Merlin Standard and, accordingly, are required to gain accreditation. An organisation which has been successfully accredited to the Merlin Standard is one that is able to demonstrate such adherence. An accredited organisation which is found to have subsequently and significantly failed to adhere to the Code of Conduct might have their accreditation revoked.

DWP would not ordinarily let a direct contract for employment related services provision to a prime contractor who does not hold, or who is not able to attain within a reasonable timeframe, Merlin accreditation. As such, Merlin accreditation is being rolled out across DWP provision from 2011.

The database facilities available on this site include an indication of which organisations currently hold Merlin Standard accreditation, and the duration of that accreditation.

DWP is the only Government Department or Agency that has to date adopted the Merlin Standard. Merlin accreditation is not currently a pre-requisite for securing contracts with other Government Departments. This does not infer that contractors to other Government Departments do not have appropriate supply chain management arrangements, or that such Departments value such competency any less significantly than DWP.

It is expected over time that other Government Departments and Agencies may adopt Merlin, and, that organisations which are not contracted to DWP may seek and obtain accreditation, recognising the wider value of the Standard.
